PORT RESUMPTION

Regarding demurrage during the work stoppage that began on October 1st, APM, Maher, and Port Liberte terminals at the Port of New York/New Jersey had issued notices stating that storage charges for containers left in the port would be suspended until operations resumed. PNCT also confirmed it would follow this policy. As a result, containers still within the free time period will remain in free time, and for those where free time had expired, the demurrage clock will be paused.

The demurrage clock will resume once the gates reopen. Below is a summary of the terminal-specific updates based on the attached website and email notices regarding work resumption. For complete details on your cargo, please check with the terminals and your carriers.

APM

Vessel Operations
Resumes on Friday, October 4th at 7:00 PM. Steamship line partners are encouraged to expedite the evacuation of empty containers to maximize return appointments for the trucking community and facilitate double moves at the gate.

Rail Operations
Resumes on Friday, October 4th in the afternoon.

Gate Operations
Resumes with a modified gate schedule on Saturday, October 5th. The demurrage clock will restart, per NYTC tariff, on this day for all cargo either within free time or already in demurrage before the work stoppage.

Maher
Plans to resume the free time demurrage clock on Monday, October 7th.

Gate Operations
Starts on Sunday, October 6th from 7 AM to 3 PM.

  • Import deliveries: dry containers only (no reefers)
  • Empty containers accepted as part of import pick-up (double move)
  • Limited export (dry containers) receiving

Maher’s Empty Depot, operated by Columbia, will be open on Sunday, October 6th from 7 AM to 3 PM for empty deliveries only.

PNCT Gate Reopening
The PNCT gate will be closed on Friday, October 4th and will reopen on Monday, October 7th.

Port Liberte Bayonne
Gates will resume normal operating hours on Monday, October 7th. Operations will be without appointments on Monday, with the PTP site available to book appointments starting Tuesday. Vessel receiving dates may be subject to change.
Port Liberty New York gates will also resume normal hours on Monday, October 7th.

  • Terminal Updates:
    • Effective immediately, OOCL will collect Line Demurrage for imports remaining on terminal beyond free time, and Port Liberty New York will collect terminal storage.

Some steamship lines have indicated they will follow terminal policies by not assessing demurrage when terminals do not.
